The helicopter is nicknamed "Akagi" (2nd generation) after mount Akagi. It is the same name aircraft carrier used for the Pearl Harbor raid.

"Doraemon" (left) is a cartoon character of a cat (missing the ears eaten by a rat), very popular not only in Japan but within many Asian countries.
"Gunma-chan" (right" seems to be a horse, the character is not famous at all, even among Gunma residents.
If you are a kid being transported by helicopter to the hospital, you woud normally want "Doraemon" to be along you, not "Gunma-chan"
